I am the one person IT department

Hello all. I am the one person IT department at a logistics firm and management just told me we need a local presence number for the Caucasus region by the end of the month. My background is systems, not telecom, and the vocabulary alone is slowing me down. DID, SIP trunk, softphone, call forwarding, toll free, and I am not confident I know which of those I actually need. Can somebody lay out the minimum viable setup for a small team that just needs calls to land? Budget exists but is not generous, and I would rather not buy something we end up not using.
